No network in Mumbai City but you have claimed to launch BSNL 4G. It's very difficult to be on the BSNL network, and will soon shift to JIO or AIRTEL.

Here in forest and mountains people travel a lot for various purposes from work to picnic etc. And all network providers go off except One and that's BSNL and for this very reason it has got that loyal customers who don't switch their main number.
