For secondary SIM, it's best with reasonable validity recharges. But now BSNL also increasing their tariffs. For net browsing you can go for Jio or Airtel (as per your convenience).

Due to national security rules, buyers must obtain approval from the Department of Telecommunications (DoT) before purchasing. We just have online payments and do not have to stand in queue and do not feel the pain, which BSNL also now supports. Monopoly is the big evil, independent of whether Govt or Private.
