You can visit the nearest MTNL office with a valid ID proof and UPC code (for porting) to get a new SIM or complete the port-in process. Back in 90s or early 2000 there used to be heavy petroling by MTNL throughout Mumbai,,,, forget about theft, even person couldn't even start excavation without permission of MTNL along with BMC.... what a poor state..
