I think the harder question: does CIL's 82% market share represent earned dominance or just a legal monopoly that never had to compete?

Amm (@ammdispose) reported@bsnl_care Is MTNL 4G available in Mumbai? I used to get signal earlier and then no signal from past 6 months. I was told that it is due to tower upgradation to 4G. Six months passed still no signal!

If the private companies need to make a profit, limit it to 2g/3g, but keep their low budget phone plans alive. You can simply stand on stage and read out their recharge plan prices to get all the votes. Right now the public can't use them widely due to coverage issues. And this is not just for the poor. You can keep a phone no you mostly need for OTPs alive for a year in Rs. 321. Loads of people who use separate numbers for banking and social media would vote for this.
