I was young and naive. MTNL guy was corrupted and I had no help from family. He took our one line to transfer the other one. India has come a long way looking at those days.

You can visit the nearest MTNL office with a valid ID proof and UPC code (for porting) to get a new SIM or complete the port-in process. I think that's Government services very poor 😭😭 . anyway it should clear all issues then publics automatically will be connect . Otherwise public go to private operators

Still no resolution has been provided yet. When I will be able to use the services, it is showing Emergency Calls Only.
