MTNL and BSNL had a head start of decades, infrastructure across the entire country, and zero debt initially. Jio launched in 2016. BSNL was already struggling long before that. The real killers were delayed decisions (4G came years late), bureaucratic deadweight, and a workforce that grew without accountability.
