The most simple fix is - get the pricing right and automatically the traffic will come down on your nodes - which will balance the network usage+QoS gets better.

The connectivity in Chaubeypur, Varanasi has been so pathetic for the last 15 days that you’re actually making BSNL look impressive. Local merchants are already discussing porting their Jio numbers. To make matters worse, even the JioFiber connection installed at my residence is down. 15 days of poor connectivity is not a “technical issue”. It is a failure of service. The Govt sold Air India with 15000 Cr liabilities where as Vijay Malya's entire debt was around 3500 Crores. Same Govt had bailed out Vodafone where as ready to sell of BSNL with 1000 Crore liability.
