There should be defferent plans. For calling, for datta, for both, only calling should be at very low cost, because illiterate people use it.

My internet journey had begun from BSNL 3G. But still nearby towers are still on 2G, recieving 4G services from almost a BTS 8KMs away. @bsnl_care

Cause they know, they are confident, that their own company is not capable, resolving the customer complaints.
