I think HP Is govt govt subsidiary and officials in HP want to support Gas line of adani and ambani and ashoka. Same BSNL did by not giving service. Even when the call is connected, the voice crackles so much that you can't talk. The internet also doesn't work properly. What kind of system do these people have?
