Your customer care informed me to use MTNL Network. They don't even know about the new 4G service arrangement by launching 4G as a service in mumbai.

MTNL and BSNL had a head start of decades, infrastructure across the entire country, and zero debt initially. Jio launched in 2016. BSNL was already struggling long before that.
