Try this (1) Visit the customer care centres of MTNL and see what you are able to do in a day, (2) send emails to the addresses provided on email bills and see the response, (3) Call up the customer care numbers listed on bills and see if anyone cares to answer the phone.

@MTNLOfficial Your Prepaid Dolphin network really sucks during cloudy days and during rains. Even normal calls will get dropped here and then. I am loyal MTNL customer since 2012 but this is how they treat their prepaid customers @DoT_India
