But after I made payment for the connection the sales guy just vanished. Not lifting my phone, tried multiple times. His name is Manoranjan.

All Telecom operators are increased their tariff, charges etc and decreased their network strength. One answer we are working on it. Last two years Jio network/internet connection is very slow and poor.
