I've been using Jio for 2–3 years and nvr faced this. If it's a temporary issue, why isn't it being fixed faster?

I booked a fiber connection on 5th June, and its 16th today, it is neither installed nor my money is refunded. Its a new kind of fraud to keep the customer's money without services.
