Is that necessary to remind such service and for every outgoing call it will 20sec of reminder msg. Worst service

But don't see any signs of getting fiber connection any time soon, probably bcz of low demand. You are giving connections only if there are enough customers in the area, that's the only thing slowing down the service expansion.
