But there is no network at my home, my building. I have to hang out in balcony to make call and use internet. I live at the center place of PCMC, Pune. I called customer care, but no results.

An message asking for feedback. (Is this fair ?). 2nd, if there are such issues, advance communication is expected to customers. 3rd, I am using VI hotspot to post this.

Understand the issue in depth first then provide the solution. Issue is in network speed in locality being experienced from 1st Nov.
