I was told it is mandatory valid for 28 days or so and from next month onwards I'm free to choose any plan. Is it compulsory for a new customer to recharge for ₹240 after completing the MNP process to activate the sim?

Either provide better stb or cancel new plan and revert back to old one if you're unable to service.
