Universal Service Obligation funding is there. Based on that scheme, we are given some target of installing the towers. So, that is called 4G saturation towers. Some14Evry1 (@VJ_1985) reported@Ajaykumaarji @bsnl_care Bro in my area whenever Electricity goes off, BSNL network also goes off. Literally everytime. Complained about it . Their officials visited my location & discussed issue with me and went away. That's it. Seriously they can't even have power backup for their tower.
