Regular fluctuations of network happen. Without BSNL network I am not able to use mobile data, not able to make call. Kindly solve this issue.

This is 30+ year old proven Inmarsat GEO satellite phone technology (handhelds like IsatPhone have been around since the 2000s, with roots going back decades). Etisalat-backed Thuraya was already deploying similar sat phones which could be used globaly in the early 1990s-2000s. - At ₹1.34 lakh for the handset + high monthly rentals (₹3.5k to 11k+), it's damn expensive for regular public use. Makes sense only for real needs like mountaineering, defence, maritime, disaster response, mining or remote interiors where normal mobile coverage doesn't reach. For everyone else, it's overkill.
