For secondary SIM, it's best with reasonable validity recharges. But now BSNL also increasing their tariffs. For net browsing you can go for Jio or Airtel (as per your convenience).

So if you want to port to any other network, do it now. Even switching to BSNL is easy nowadays. I switched my primary number to BSNL. It works as same as Airtel.
