After confirming availability of Fibernet in my location, I surrendered bsnl connection, paid 1 year tariff to Airtel but connecting team said no F'net. I felt cheated. BSNL or even HAL. So am not sure domestic guarantees alone help spur the needed innovation. US innovation sparked mostly because of DoD guarantees - the same model didn't work with HAL. No idea why.
