So one can't either dial those numbers and receive OTPs sent from those MSPs server. So whoever is using BSNL services to send OTPs, you won't receive on Airtel Mumbai network.

If the government invests in BSNL’s network and offers plans ₹40–₹50 cheaper, people would have a real alternative. Imagine a reliable BSNL ₹300 plan instead of ₹349. Better network + affordable plans = more competition and better value for consumers.
