Yes, BSNL received approximately Rs 82,916 crore in the 2024 budget, close to the 83,000 crores mentioned, for upgrades and restructuring. Regarding the claim that the Modi government is dismantling BSNL, the Madhya Pradesh police's switch of 80,000 SIMs to Airtel was due to BSNL's slow internet and weak network, not government policy. While substantial funding shows support for BSNL, its ongoing operational challenges, like delays in 4G/5G rollout, fuel criticism. The situation is complex—government backing exists, but inefficiencies persist, leading to mixed perceptions.

BSNL failed to bill Reliance Jio for using its passive telecom infrastructure for 10 years (2014-2024) due to negligence and poor enforcement of their Master Service Agreement, leading to a loss of around Rs 1,757 crore to the government. This happened because BSNL neither raised invoices nor applied escalation clauses, and even after recognizing the issue, delayed action and billing attempts were rejected by Jio, with no arbitration initiated by BSNL. So, it wasn't a simple "failure" but a series of administrative lapses, delays, and disputes that caused this huge billing oversight.
