I was told it is mandatory valid for 28 days or so and from next month onwards I'm free to choose any plan. Is it compulsory for a new customer to recharge for ₹240 after completing the MNP process to activate the sim?

Despite requesting permanent closure, the number is still active and I keep receiving calls from Jio customer care that disconnect immediately.
