Recently, my sister took a vrs from BSNL, same story she had to offer and blamed senior people for taking wrong decisions. The problem is more with not updating to current standards on technology and staffing ratios.

The nearest bsnl tower is 2.5-3 km away so indoors just 2g, as private operators raising price it's a good chance to capture market. I have BSNL broadband since 4 years, moved 2 states in between. No complaints in service except the closure/transfer process. Seen AE's respond immediately in both states.
