Jio started straight with 4G technology and free for one year. Moreover Jio used bsnl tower's for free. MTNL and BSNL had a head start of decades, infrastructure across the entire country, and zero debt initially. Jio launched in 2016. BSNL was already struggling long before that. The real killers were delayed decisions (4G came years late), bureaucratic deadweight, and a workforce that grew without accountability.

The Govt sold Air India with 15000 Cr liabilities where as Vijay Malya's entire debt was around 3500 Crores. Same Govt had bailed out Vodafone where as ready to sell of BSNL with 1000 Crore liability.
