It's the simple economics theory.

My number belongs to BSNL which is currently roaming on Vi India’s Delhi network because of BSNL’s ICR agreement between MTNL & Vi. I don’t think this is a problem because of Vi, but instead it’s your ICR agreement.

Jio started straight with 4G technology and free for one year. Moreover Jio used bsnl tower's for free. The customer care and online complaint services say my no is not functional while I am paying the bill 4 last 2 yrs and my broadband is also working.

MTNL and BSNL had a head start of decades, infrastructure across the entire country, and zero debt initially. Jio launched in 2016. BSNL was already struggling long before that. The real killers were delayed decisions (4G came years late), bureaucratic deadweight, and a workforce that grew without accountability.
