But every now and then there is no 4 G network . Many times it's just 2 G. I think that it must be deliberate

The docket F1123162651397 was about VoWiFi service unavailability. Here the concern raised is about unavailability of sms on bsnl 4G.

BSNL not getting 3G or 4G while all other private players got it definitely slowed down its growth/expansion plans. BSNL's towers paved the way for growth of private players is unquestionable. BSNL could bring much more than starlink too if only the government had the will!
