Jio started straight with 4G technology and free for one year. Moreover Jio used bsnl tower's for free. Then why government of India didn't give this opportunity to bsnl or any other mobile service provider?

Please reduce the cost the normal people don't use somebody much internet and each place the connectivity is slow not faster. So BSNL having government support can provide this service at less price.
