At my native only Vodafone & BSNL network is available and Airtel is way too weak (negligible). My native District: Vadodara, Village; Jambu Goral 391774. I tried complaining but no solution since 2 years.

Still I am receiving bills for old bsnl number. Bsnl insisting me to pay the bill amounts when I an no longer using that one.

No network in Mumbai City but you have claimed to launch BSNL 4G. It's very difficult to be on the BSNL network, and will soon shift to JIO or AIRTEL.

They issued me a replacement SIM after Aadhaar verification and ₹60 payment, assuring activation within 6 hours. It has now been 7 days and it is still not activated.
