The service man is stating that handset needs to be changed but their office had stopped providing replacement for landlines..!! Is it as per the policy of BSNL? Any luck here?

Our landline is O.O.O from 2020 and we registered many complaints but no response from the team. I checked the status of complaints, it shows resolved. I tweeted and get the same response. But other side it's really disasters for BSNL to loose support from customer. Give last chance at least half of current year.
