It is surprising BSNL doesn't revert to complain lodged on phone, via letter and also email.

If they have 4G still they will not delivered good connection at all

Whenever calling a BSNL user it says "subscriber is not reachable", and whenever making a call from BSNL, it doesn't even ring. Time to change to a better one I guess.
