The IVR says"THE PERSON YOU ARE TRYING TO REACH, IS UNABLE TO TAKE YOUR CALL AT THE MOMENT,PLEASE TRY LATTER". Can You(BSNL) plz try yourself,So as you can understand the issue! @JioCare

Same spot all other providers do have signal except bsnl, why?? On travel all providers have good ntwrk and bsnl have worst ntwrk. Location - Gangtok @BSNLCorporate

They gave all sorts of replies in this duration and now finally they say they have done maximum network optimization. now problem we are facing is due to the handset not the network.
