I was able to issue duplicate sim for the Jio number in odisha(my home residence) but BSNL Odisha didn't even entertain my request and told me to apply for the duplicate sim in kerala

@BSNLCorporate I know that the plans of BSNL are very affordable. Compared to private telecom operator. But the problem is that private telecom operator has 4G service all over India which BSNL does not have. @DoT_India
