Lot of people want to have land lines but due poor service of BSNL people don't opt for BSNL services though BSNL has the best network coverage. We must focus on this.

However additional roaming facilities of BSNL may be used in this area by paying charges as per policy. All government and PSU offices to use BSNL only. (Of course service has to be very good) Try some good private office segments also. The whole purpose of currently keeping BSNL alive is for rural India. There is absolutely no sense in using BSNL for B2C segment in urban India - it cannot compete with Jio and Airtel. So better to drop that segment and let go of staff also for that segment
