It was from 2005 and earlier that BSNL employees top to bottom were 'encouraged' by new entrants to stay stupid. Internet down, call technician, fixed in 10 mins unless any maintenance issue. If not fixed, directly call JE or AE, they'll get it fixed immediately. Once for an issue, JE, AE and 3 technicians came home to check.
