Internet speed is so stable that network itself forgets what it is meant for. Whenever the electricity goes, network also follows it (so obedient). Your network service is extremely poor, and there is hardly any network coverage here. If you are charging ₹400–₹500, you should provide a proper and reliable service as well. Even calls are not working
