Internet speed is so stable that network itself forgets what it is meant for. Whenever the electricity goes, network also follows it (so obedient). If we are calling then simply there bot answering we are facing some network congestion in your area. Then disconnect the call. I tried to connect multiple times to these people but there bot is answering always.
