Q1.. why don't you adjust the charges when you don't give the speed as per plan?

Have been complaining about JIOFIBRE services as my screen is going completely black several times. Customer care is continuously saying the issue has been resolved without even sending an executive. Without complaining, it means that the network will not be fixed. It's been three to four days since I complained but it is still not working.
